Default War of Souls and Monstrous Spellcasters

It says in the Age of Mortals Source book that during the years leading up to the War of Souls, that spell caster's caster level decreases. What about monsters with effective caster levels, such as Nymphs and Dragons? Are they suddenly unable to cast spells are their spellcasting gets weaker?

Well, if you look at examples in the novel even during the War of Souls creatures like Dragons were suffering a bit from the magical depredation. Just not to the same extent as other, so I'd imagine their biggest issue is casting spell and the potential danger of it being drained by some clustering dead spirits at the time.

So a Nymph in the War of Souls would have a Caster Level of 0, as the WoS gives a -10 Caster Level, and the Nymph only has 7.
How would this affect Level Adjustments and Challenge Ratings of creatures in the Monster Manual?

It would no effect the initial point of having the LA since the character technically still has the ability. Simply there is an outside effect that is hamping the use, no different then when any other outside effect might hamper the ability. Excluding a very narrow usage of campaign during that era to specifically ensure the PC never get the chance outside of the outside effect, then LA might get waived but that is a big if since it can cause problems when the outside effect is lifted.

Challenge Rating could get adjusted, but it probably for most creatures by one or two points excluding the creature was completely dependant on such use. In that case it might become a non-encounter in obtaining any XP from it.

I think that most Dragons, Nymphs, etc. will still have a similar CR, as they have plenty of other useful abilities.

It can be argued either way since adjusting CR is not exactly a sure science especially with the diversity of PCs.
