What prompted the re-apperance of the Gods of Balance on Krynn during the War of the Lance? Takhisis returned the power of the Gods of Darkness to the world prior to the war and the Innfellows were responsible for bringing back the Gods of Light. What prompted the Gods of Balance to return?
I ask because in my play-by-post WotL campaign here on the forums one of the PCs fancies himself a follower of Chislev. There are things his character doesn't know about the goddess' first appearance to him yet. While Chislev certainly has her eye on him she's not ready to take an active role in our game yet. We're currently in the second chapter of DoAu.
I'm curious what official event got the Neutral pantheon back into the picture that I might change or manipulate for my own game.
I think there were wooden disks in the first chapter of Dragons of Spring that were somewhat similar to the Disks of Mishakal, in that they empowered neutral clerics. They seem to be something of a sidequest, though, and fairly far into the campaign.

The Torbil, I believe.
I don't think there was any event that really brought the Neutrals back. I think it was more "Oh you other pantheons are back meddling in the mortal plane? Okay, I guess we'll come back too."

for the neutral nature gods: the destruction/corruption of sylvanesti and qualenasti.
with shinare, the capital manopoly of hiddikule and the total control of trade belonging to just the evil side.
reorx, thorbardins acceptance of the refugees and the return of the hammer of karas. the kayolin dwarves invaded by the dark armies and the dwarves aiding the solamnics could have prompted reorx to see whats up?
gilean and zyvillin, the invasion of tarsis and the library there. the knowledge of many nations and peoples were being destroyed and replaced with the dark queens (and other evil deities) doctrine, free will was sripped. the balance was shifted to close to evils side, that they really had no choice but to intervine or else the river of time would have changed drastically.
The Hammer of Kharas being found might be a good catalyst, if you stick an encounter with Dougan in Dragons of Desolation.
For Dragons of Hope or Dragons of Flame, maybe you could encounter a man whose body is all scarred from dragonfire, which turns out to be an avatar of Chislev using a metaphor for the Red Dragonarmy going in and causing all that damage.

In the Plains of Dust is a holy site of Zivilyn. I think its called something like the World Tree of Zivilyn outside the abandoned village of Wallack.
In addition, you can have the Forestmaster in Darkenwood be an aspect of Chislev.

IIRC the Discs of Mishakal worked for the Neutral gods as well.
